The man calling the shots — street-maintenance director Paul Jackson Jr. — had no experience directing a major snowstorm response when storms rolled over the city. Over two weeks, he orchestrated a disjointed response to the storms that found snowplow drivers hop-scotching around the city to help less experienced drivers and fill special requests, according to thousands of department records reviewed by The Times.  ....

have a generator, run it monthly. Keep emergency supplies in your car
